Strategic Biofuels is developing the Louisiana Green Fuels plant to produce renewable diesel fuel from forestry waste and capture and permanently store the greenhouse gas produced more than a mile underground. This gives deeply carbon negative premium diesel fuel. The plant will be in Caldwell Parish, the 10th poorest Parish in LA. It will create >140 high paying direct jobs and >750 indirect jobs in this Parish of 10,000 people. Construction starts in 2023, employ >1250 workers for 30 months. The challenge is community stakeholder management and communication. The community has never seen a project on a scale like this. It will have a significant impact not just on the Parish, but the surrounding Parishes as well. Concerns need to be identified. The level of influence and impact for the groups with the concerns needs to be evaluated. A communication and action plan needs to be developed.
We would like to see the following:
1) An evaluation of the community stakeholders and the concerns they will have about the project and its impact.
2) An evaluation of the risk the concerns create for the project including the influence and impact of the groups which have those concerns
3) Identification of communication vehicles that will be effective in reaching the community
4) An action plan for addressing the concerns including communication medium (town hall meeting, mailings, billboards, TV), development of needed materials, information gaps, etc.
5) A validation method to evaluate the degree to which concerns are met
Success criteria:
1) Community concerns identified and ranked in terms of influence of the groups holding those concerns and the potential impact on the project
2) Actionable plan developed to address high impact concerns. This should include the order in which they should be addressed and materials/formats for addressing concerns
3) Execution of at least one aspect of the plan with before and after analysis
